About the Programme
Funded by The Hong Kong Jockey Club Charities Trust, The Family Planning Association of Hong Kong (FPAHK) commences a 4-year programme, Jockey Club “FertiWell” Programme, from 15 July 2024 to 31 March 2028. It aims to raise the public awareness of sexual and reproductive health and the importance of early family planning, and to support eligible individuals who are of childbearing age to receive appropriate medical and counselling services for FREE.
Application Period
Phase 2 (Current Phase): 1 April 2025 to 31 March 2026
Phase 3: 1 April 2026 to 31 March 2027
Phase 4: 1 April 2027 to 31 March 2028
Target Beneficiaries
Male and/or Female applicants must fulfill the following requirements:
- Holders of Hong Kong Identity Card
- Applicants of childbearing age and reached 18 years old or above
- Applicant(s) or a core family member residing with them must currently be receiving or have received any of the following forms of government assistance in the six months prior to the submission of application:
(a) Comprehensive Social Security Assistance (CSSA) Scheme
(b) Working Family Allowance Scheme
(c) Student Financial Assistance Schemes (including the School Textbook Assistance Scheme / Student Travel Subsidy Scheme / Subsidy Scheme for Internet Access Charges)
(d) Scheme on Living Allowance for Carers of Elderly Persons from Low-income Families
(e) Non-eligible Persons Medical Fee Waiver of Public Hospitals and Clinics

Service Coverage
This Programme covers the following services of FPAHK for eligible applicants. Our staff will assess applicant's condition to determine appropriate services to be provided. Applicants are required to pay for additional services that are not covered by this Programme.

2 Women aged 21 to 29 are recommended for undergoing Cervical Cytology (Liquid-based Cytology); Women aged 30 or above are recommended for undergoing Cervical Cytology (Liquid-based Cytology) or Co-test (HPV DNA testing + cervical cytology).
3 Women who are having menses / have never had sexual experience are not recommended for undergoing Cervical Swab for Chlamydia Trachomatis DNA by PCR or Cervical Screening.
4 This service is specifically designed for couples who are about-to-wed or have been cohabiting for less than a year, both parties can use this service for free if at least one partner in each couple is a recipient of, or a core family member residing with him/her is currently receiving or have received any of the above forms of government assistance (a) to (e) in the six months prior to the submission of application. Group Sessions and Individual Couple Follow-up Counselling Session will be conducted in Cantonese, both parties must attend each Session together. Additionally, the PREPARE questionnaire is available in Chinese and English. If you are unable to use an electronic device to fill out the online questionnaire, please make an appointment with our staff to complete it at our Wan Chai Youth Health Care Centre, which takes approximately 1.5 hours.
5 Submission of semen samples: Our clinic staff will provide detailed information on semen sample submission to male applicants upon the first visit. Male applicants are required to submit their semen sample and semen analysis request form to our appointed laboratories for semen analysis at designated time, locations: Wan Chai / Central / Ngau Tau Kok / Tsuen Wan (the locations may be subject to change, the information on semen analysis request form shall prevail).
6 Female Subfertility Service is recommended for women who are failed to conceive after one year of regular, unprotected sexual intercourse.
Service Quota
The subsidy is subject to limited quotas and on a first-come, first-served basis for each phase.
Application Method
Online application is available, applicants complete and submit the online booking request form and ensure your email address is accurate, we will send an auto-reply email notification to your email address, please check your inbox (including spam folder). The FPAHK will call the applicants within one month for initial assessment and arrange the appointment of the subsidized services for eligible applicants. You may also call the Enquiry Hotline: (852) 5190-9884. Applicants are required to pay attention to whether his/her phone has been installed with call-blocking or call-filtering apps, and ensure his/her phone number can receive phone calls. If we fail to contact the applicants after calling thrice, the application shall be deemed abandoned. Terms & Conditions
- Applicants are required to pay for additional services that are not covered by this Programme.
- For PREPARE Pre-Marriage Preparation Group:
- Both parties can use this service for free if at least one partner of each couple or a core family member residing with him/her is currently receiving or has received any of the above forms of government assistance (a) to (e) in the six months prior to the submission of application.
- After submitting the online application, the Youth Health Care Centre will call the main applicant to schedule an appointment. The main applicant is required to attend one of the Youth Health Care Centres at the scheduled time and bring (i) his/her original of Hong Kong Identity Card, a photocopy of the other party’s Hong Kong Identity Card, and other documents to complete the registration, including (ii) valid original document to prove he/she is receiving or has received any of the above forms of government assistance (a) to (e) in the six months prior to the submission of application, or (iii) provide original of their Hong Kong residential address proof 1 (for applicant residing with a core family member who is currently receiving or has received any of the above forms of government assistance (a) to (e) in the six months prior to the submission of application).
- Applicants must attend two Group Sessions on time, there are no make-up classes for the Group Sessions. On the day of Group Session, if Tropical Cyclone Warning Signal No. 8 or above or the Black Rainstorm Signal is lowered 3 hours before the Group Session (i.e. before 6:30am on Saturday), the Group Session will be held as usual. Arrangements for make-up classes will be notified further.
- Applicants must attend Individual Couple Follow-up Counselling Session on time and must notify the Youth Health Care Centre at least three working days in advance for rescheduling if they are unable to attend the Session, otherwise, the Session will be forfeited.
- As to ensure service continuity, the whole service package must be completed within four months once the applicants receive this service; late arrangements will not be considered.
- For Pre-marital Check-up / Pre-pregnancy Check-up, if only one party of a couple is an eligible applicant, the other party has to pay the regular service fee.
- Please arrive at the designated service locations on time, submission of a new application may be required if the applicant is late or absent.
- Applicants must complete the whole process of the service within the designated time.
- Subject to the operation of the FPAHK clinics / Youth Health Care Centres, the booking arrangements may be adjusted to achieve a more effective use of the appointment slots and to streamline the operation of the FPAHK clinics / Youth Health Care Centres.
